Description
After QA has verified a Issue it would be helpful to keep the issue editable and be able to forward it to our biling department. Effectively the life cycle would just extent to include billed, paid, etc AFTER fixed and verified.
Alternately if the workflow was exposed so that clients could extend it this would just be something we configure.
