Quick Create Issue Box will be closed automatically after 10-20 seconds while browsing project or issue type in IE browser

Here are the following steps on how to reproduce this bug:

1. Create at least 6 new projects in JIRA and some issue types - just as long to make it the project and issue type list longer than the quick create issue box.
2. Using Firefox and clicking on either the project or issue type list, no matter how long the scroll and search is, the quick create issue box will not be closed automatically.
3. However, using IE 8 and clicking on either the project or issue type list, scrolling for about 10-20 seconds, the quick create issue box will be closed automatically. This is also happening to IE 7 browser.

By default in either Firefox or IE browser, if the mouse cursor is outside the quick create issue box for approximately 10-15 seconds, it will be closed automatically.

However, for this bug report, if we have thousands of projects or issue types in JIRA and while the user is searching for the right project to create, it will be quite annoying if the quick create issue box closes automatically.
