Reporter loses change history when set to another user on create

Steps to Reproduce:

1. Have a create issue screen where the reporter can be set to some user other than the logged-in user.
2. Change the reporter to another username
3. Create the issue
4. View newly created issue change history.
5. Issue shows that it was created by the user placed in the reporter field and not the logged in user.
