Don't show users in user picker which are *not* in jira-users group

      I know this sounds like a duplicate of JRA-7659, but that one is about the perfect generic solution to the user pciker problem.

      This issue here is about a basic (small) but necessary improvement: don't show users who don't have access to jira!

      Most people will benefit from it, since almost any jira instance will have some old users accounts floating around, which have no access to the instance anymore (because they left the company, or...).

            This comment addresses the @mention, still have the problem with the Reporter and custom fields based on the User Picker.

            I found that by changing the Browse Project permission for all permission schemes I was to correct this problem. Initially this permission was set to "Any logged in user". I setup a group which contained just our actual employees who use Jira and assigned that group to the permission. With this change the @mention does not pick up our customer logins from our Service Desk. I also changed the permission on the Assignable User so that we could only assign issues to our Jira users and not customers.

            This actually even worse when you have to Jira Service Desk as you can accidentally @ mention customers and then they're tagged into internal issues via e-mail.

            Yes, we need it as well. We have several LDAP users that aren't in any JIRA specific Groups and it's allowing us to assign them to the Reporter field. It seems like a bug that JIRA would allow you to assign a Reporter that can't even log into the JIRA system.
