Advance Searching Should Be Case Insensitive When Suggesting Options For Labels Fields

      Advance search should be case insensitive when suggesting labels for Labels type custom field.

      For example,

      1. create issue and label it as "History"
      2. create another issue and label it as "history"
      3. check on the "Auto-complete"
      4. goto Advance Search and type labels=his, the "History" will not appear as one of the suggestion. Please refer to the screenshot below:
