"Create Issue" link has a timeout in IE

The "Create Issue" link launches a Javascript pop-up. That pop-up appears to have a timer attached to it that will close the pop-up if the mouse moves off of it for more than 10 seconds. As it turns out, IE is treating hovering over the project select list as if you had moused off of the pop-up. So, it starts the 10 second timer once you click on the project select list. If you haven't made your selection by the end of the 10 seconds, the pop-up disappears.

Replication Instructions:

1. Click on the Create Issue link in the upper right-hand corner of the JIRA GUI
2. Click into the Project list
3. Scroll down a few projects but don't actually select anything
4. The popup box closes if you haven't made a selection in about 10 seconds
5. This happens in IE (v8x) but not FF (v3.5.10)
