Create a project and assign permission scheme that does not grant the 'browse project' permission to the current user (even though the current user is a system or JIRA admin) and the project is created, but not all options are selected. Alternatively, selecting no permission scheme has the same result. This also occurs when editing some fields (i.e. avatar) on existing projects. The JIRA or System Admins should be able to create or edit project details (title, url, description, avatar, etc) without needing explicit project browse permission.
