Description
Steps to Reproduce:
1. Launch JIRA 4.0(using bamboo build 137 Trunk)
2. Create a project having a custom permission scheme.
3. The system admin is not added in any project level permission as user/group.
4. Login as system login. User can see the newly created project in "administration" tab but not in "Browse Project" tab
5. System admin can change the permission scheme and other details for that project.
6. Try to change the "Project Lead" for that project.
Result:
1. It give error message "User doesn't have permission to browse the project".
Expected:
1. System admin should be able to edit the project lead information for that project.
2. System admin should also be able to browse the project in "Browse Project" page
ADD Info:
1. Just add the system admin explicity as user in "Browse project" permission and user can change the project lead info.
