Description
a user can only create a lowercase username which is fair enough but users can login with uppercase characters in their username.
This causes a nasty bug in that the issues they raise are associated with a user 'JoeBloggs' but when they search for issues raised by 'joebloggs' (this is defaulted from 'user picker' or 'current user') the issue they raised is not returned?!
This has caused quite alot of confusion as users cant track down their own issues?!
a simple fix would be to stop them logging in with capitals, but a better fix would be to make all searches case in-sensitive.
Case insensitive searches are better because people might type 'JoeBloggs' into the search box (as it seems to be natural for some people) and no results will be returned.

nb I have tried to recreate this on your version of Jira which happens to be the same as mine (2.3) but was unable to login with an uppercase username hmmmm maybe you have a case sensitive database? I am using Sybase.
here is a snippet out of the xml data of an issue that does not appear in a normal search becasue of the capitalised name 'M_Takamura':
