Broken links in the Windows Installer

      Currently, the Installer contains version-specific documentation links, which do not exist. (NB. the Installer code is not able to use the help-paths.properties file)

      We need hard-coded links that point to the latest version of the docs, i.e.:
      http://confluence.atlassian.com/display/JIRA/Upgrading+JIRA
      http://confluence.atlassian.com/display/JIRA/Running+JIRA+Standalone+as+a+Service
