JIRA at Gazprombank (Russia) is now in production usage (Version: 3.13.5-#360)

During the process of putting JIRA into production we made our own Russian localization of most interfaces visible to users (not administrators).

We would like to see the same Russian localization (our variant) in next versions of JIRA.

Being new to JIRA support resources, first I created an issue on JIRA Support site: https://support.atlassian.com/browse/JSP-53231

The file language_ru_RU.jar (with our localization) is attached to issue JSP-53231.
I can attach it here as well (if needed).

Is it possible for you to include this Russian localization into the next version of JIRA?
