Hide new custom fields by default in the field configuration schemes

    Description

      Currently, when I add a new custom field, it will be available in all field configurations, and I need to go through all the field configurations to hide the field.

      Actually, what I want is that it is added as a hidden field.

          Suggestion - JRASERVER-26692 when you create a new custom field, you should be able to specify which field configurations it is enabled in
