Add the ability to designate an "official" dashboard per project

In the new project view in Jira 4.0, I would like to be able to have a tab called "Project Dashboard". Clicking this tab would display a custom dashboard that had been designated as the official dashboard for the project.

On the Administer Project page would be a new configuration option where you could select the official dashboard. If this value was set and the current user had permissions to view that dashboard, then the user would see "Project Dashboard" as the first tab in left-hand column in the project view, and that tab would be the default view for first visits to the project view instead of "Summary".
