      FieldVisibilityBean is a webwork bean which means it must be a concrete class, which makes it unusable by Spring dependency injection for Plugins 2 plugins.
      We should deprecate use of FieldVisibilityBean as an injected component and provide a FieldVisibilityService (or similar) with appropriate interface.
