As per Dylan's comment on the parent issue (JRA-18147), we should provide a checkbox to enable/disable autocomplete on the advanced search screen, which is stored as a user preference.

Also, if JQL autocomplete is disabled at the system level, the user should not expect to be able to use autocomplete even if their preference was already set.
