Currently, translation of custom workflow transitions requires editing language pack files in order to set the relevant property keys - this is a bit cumbersome for the user who may want to define language translations from the UI while creating or editing the custom workflow.

It would be convenient to lookup these properties from the database (falling back to the language pack if not found) and to add a UI screen wherever a user is presented with the opportunity to enter a Name and Description to a custom object (Status, Step, Transition, Custom Field and so on...)
