Exporting Time Tracking Report gives wrong URLs

To replicate this problem:

1. Create a new 3.13.3 or 3.13.2 instance
2. Setup a project with Time Tracking on and create an issue and set some time tracking
3. Create the report based on the documentation - http://www.atlassian.com/software/jira/docs/v3.13/timetracking_report.html

The report's URL in the browser are correct but the URL in the Excel output is as follows:

• *http://10.60.1.148:8099/browse/AAA-1* compared to *file:///browse-AAA-1*
