Logicaly SimpleVelocityRequestContext (implementor of VelocityRequestContext) should be created by factory, which pass an appProperties with seted jira.baseurl property.
But what we have? RequestCleanupFilter calls forced caching of SimpleVelocityRequestContext with Server Context Path as BaseURL. If you mention contextPath is not the same in coyote as scheme + host + port + contextPath.

In this case jira.baseurl property is useless and makes me debug my instance in a hour. The reason is what in my email notifications issue urls looks like /browse/KEY-NUMBER
