Would it be possible to send email notifications that go to more than 1 recipient in 1 email with all recipients in the "To" instead of 1 individual email for each person?

We often have long threads of conversations via email at our company. Our workflow sends out email notifications (for example, a request to checkin to a frozen codebase) to a group of people, who then will probably want to converse via email to the entire group of recipients. This is impossible if one does not know who all of the recipients are.
