Add option for email notifications to be sent as one email to all recipients instead of a separate email to each recipient

      The title says it all. We need this for two reasons:

      1. The list of people who received the notification is evident from reading the To: list in the email.
      2. Reduce the number of emails sent out by JIRA

      Our driving requirement is number 1 above. Number 2 is just a good side effect
