No Tool Tip for "More" link in issue tab

      Steps to Reproduce:
      1. Launch JIRA 4.0(using bamboo build 139 Trunk)
      2. Click on "Browse Project" page and click on "Issues" tab.

      Result:
      1. User can see "More" link on different issue categories but when you focus on "More" link, no info is there.

      Expected:
      1. Tool tip will be useful from user point of view.
