"All component" link has wrong tooltip

      Steps to Reproduce:
      1. Launch JIRA 4.0(using bamboo build 139 Trunk)
      2. Click on "Browse Project".
      3. Select any project and click on "Component" tab. Select any "component"
      4. There is link on top of the page "All component". Focus the mouse on that.

      Result:
      1. The tool tip says "Click here to browse all versions"

      Expected:
      1. The tool tips should say "Click here to view all component"
