"Select filter or project" pop-up always displays the login page when trying to view a "Recently Created Issues Report" if the user is not in 'jira-users' group

From the "Browse Project" page, click on the "Recently Created Issues Report" click. On the next page, there is a link "SELECT FILTER OR PROJECT", which, on clicking, pops up a new windows.
If the current user is not in the 'jira-users' group, this pop-up page always displays a login page. Even if you enter user name and password correctly, it still comes back to this page.
If this is a permission problem, a relevant help message should be displayed instead of requesting the user to log in again and again.
