When linking to a specific report, if the user is not logged in, do not display filter config options, but instead prompt the user to login

      Hi everyone,

      The issue has not collected enough votes, watches, comments or support cases during it's lifetime. In this sense overal interest in the reported problem is low.
      Jira team is focusing on bigger and more impactful issues at the moment and we are not likely to look at the current bug soon. Therefore I'm resolving the issue as Timed Out.

      Atlassian will continue to watch issue for the further updates, so please don't hesitate to share your feedback in the issue comments.

      *Steps To Reproduce:
      1) Be logged out of JIRA
      2) Click on a link that takes you to a JIRA report

      *Expected Result:
      If you're not logged in, JIRA should tell you that you need to login.

      *Actual Result:
      It puts up a confusing Report configuration page and says:
      Filter with id '12350' does not exist or you do not have permission to view it

          Bug - A problem which impairs or prevents the functions of the product. JRASERVER-16391 "Select filter or project" pop-up always displays the login page when trying to view a "Recently Created Issues Report" if the user is not in 'jira-users' group
