Load Workflow Action/Operation screens into a pane on the issue page

    Description

      The pop-open behavior of the "Comment on this issue" operation is excellent. This should be extended to all Workflow Action screens and Operation screens so that they appear on the main issue page rather than taking you to a new page.

      In order to not slow the performance on the load time for an issue page by having to pre-load every possible screen, this should likely be implemented so that the screen is fetched dynamically, AJAX-style.
