Reply to email generated by Jira should retain level of visibility as set by original comment, now it resets to visible to all

    Description

      If you reply to email, that was generated for comment with some level of visibility set Jira will generate comment with option visible to all. It should retain the same visibility as it was for the original email.
      Because of the reseting of visibility level we can not replay to Jira emails at all .
