Project Administrators cannot see user's custom properties

We use User Properties to add Contact info for our customers - Company, Title, Phone, etc.
Our Project Administrators are not members of jira-administrators group.
They cannot see these custom properties (see screenshot, red rectangle).
All other information (name, full name, email, groups)of customer they can see.
