Add the ability for users to 'subscribe' to a saved filter.

Subscription also specifies :

• an 'update' period (how often to check the filter and email the contents)
• whether to email if there is any match (ie email only if there are issues matching a certain filter).

Using the new services architecture this is quite easy to build.
