Maybe another approach for the WON'T FIX JRA-1330 could be to add a user profile parameter (group, Role, etc.) in the screen scheme, certainly of the Consult action, as, usually, customers are not allowed to edit issues anyway.

Or support Field scheme, not only by issue type, but also by user profile (user, group, role)

Seems feasible, nop?
