I should be able to change the remaining estimate without logging work done

Please do not mark this as a duplicate: I am not talking about setting remaining estimate to zero.

I would like to be able to change the remaining time for an issue as part of a project management review of the remaining issues. In otherwords, not as part of logging work, but as part of a general housekeeping/restimation process. I would like to be able to change the new estimate to any value including zero, without having to fill in the 'time spent' value. I used to be able to do this in 3.7, and I can't do it since upgrading to 3.11.

We are using JIRA as a PM tool a great deal, and this new feature of work logging is quite disruptive.
