There's no way to close a project, meaning still having access to the project database for browsing and viewing, but preventing users from creating any new issue. It could probably be worked around with the help of permission schemes but it's laborious and does not fit exactly with the need.
The closure date of the project should be stored in the project table to allow reporting on closed projects.
