Don't use base URL in issue auto-linking

    Description

      When JIRA auto-links issue keys (eg. JRA-122119), it uses the base URL. This causes problems when JIRA is available from multiple URLs, eg. http://company.example.com/jira and http://internalserver.

      Rather than using the base URL, we should infer the URL from the request.
