      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      Velocity 1.5 beta 2 fixes JRA-12066 and a number of subtle bugs around concurrency and error reporting.

      Once Velocity 1.5 final is released, we should look into upgrading to it.
