Date Picker shows incorrect month when changing date values using Russian as the user locale

To replicate the problem:

1. Change user locale to Russian via (Profile -> Edit Preferences)
2. Goto Find Issues and click on any Date Picker
3. Select a date
4. Click on the Date Picker again to change the value previously selected

The month shown in the pop up is different to what was previously selected
