I have a need to set up filters (for clients) before any issues are actually logged. However, if I try to add filter order, I am told "You cannot browse any issues at the moment. You need to be able to browse issues to customise issue navigator.". What I need to do is set up th column ordering even without issues. My workaround is I have to create dummy issues in order to add filter columns and do ordering. Then delete the issues. or, I have to edit the filter to include issues I don't want, to do that, then edit the filter to exclude those issues again. Either way, it would be helpful if JIRA could allow me to do that without either of those workarounds.
