Issue Summary

As per Retiring full-page issue create in Jira Cloud lagacy pages to create Jira work items such as /secure/CreateIssue.jspa (and similar jspa pages such as CreateIssueDetails!init.jspa) should redirect to the modernised issue create experience. but his is not happening.

Steps to Reproduce

1. Visit CreateIssue.jspa or CreateIssueDetails!init.jspa (you need to provide at least pid - space  id -)

Expected Results

URLs should redirect modernised issue create experience

Actual Results

the old Jira issue create interface is still loaded

Workaround

Use the blue create button at the top, or explore other solutions such as forms
