Issue Summary
Currently, there is an intermittent issue with assigning users to tickets in Jira within the backlog, where the assignable users do not appear for certain tickets despite being available for others. This issue has been noted to occur sporadically over the past month, potentially linked to recent updates.

Steps to Reproduce
- Attempt to assign a work item in any CMP backlog to a user by clicking on the unassigned user icon.
- Repeat until list doesn't load, you may need to click on different issues
Expected Results
A list of users should load
Actual Results
Occasionally, a list doesn't load at all and only shows the current user + unassigned user.
The below exception is thrown in the xxxxxxx.log file:

Workaround
Assigning a user via detailed work item view still works as normal
