Issue Summary

Updating a custom field’s description in a Team-managed project does not reflect on the Create/View screens if the field was created via Project settings > Fields. If the field is created via Project settings > Issue types > [Issue type] > Create a field, the updated description is shown correctly.

Steps to Reproduce

1. Create a custom field in a Team-managed project via Project settings > Fields
2. Update the description
3. Add the field to the Work Type
4. Open Create issue or View issue.
5. Description is not displayed.

Expected Results

The updated custom field description should be reflected in the View/Edit screen

Actual Results

The original custom field description is displayed
