Issue Summary

If a custom field option is used on work items which are archived, you are unable to delete that option as it's associated to work items. You're also unable to find the work items, thus have no way forward to complete the deletion. 

Steps to Reproduce

1. Set a custom field on a work item to a given custom field option
2. Attempt to delete that custom field option
3. See errors in the UI due to work items using this option, but no way to find which work items are impacted due to their archived nature. 

Expected Results

The custom field option deletion flow should surface archived work items.

Actual Results

The deletion flow runs into an error

Workaround

Currently, only our support teams can query database tables to see where custom field options are being used and surface archived work items.
