Steps to Reproduce

1. Create a Select list( multiple values) custom field
2. Add value in custom field list
3. Create a issue and select the value from the list
4. Archive the project or work item
5. Try deleting the value from the custom field
6. New window will appear to migrate issues
7.  

Expected Results

Admin should be able to view archived issues and archived projects if issues from archived projects or issues contains values in the custom field

Actual Results

Admin should be able to view the issues from Archived projects if the issues contains value from custom field
