Issue Summary
When a user has the customer role for JSM, and they try to open a public form, they will be redirected to the JSM portal page.
Steps to Reproduce
- Grant user Customer role for JSM
- Have the user open a public form
- The user will be redirected to the JSM portal page
Expected Results
The user should be able to open the public form.
Actual Results
User is redirected to the JSM portal page.
Workaround
Open the public form in Incognito mode.
