Issue Summary

Users can be spammed with notifications after a parent field update by Automation (regardless of Actor), even when the checkbox to send notifications is unchecked.

Steps to Reproduce

1. Write an automation rule that will change the parent of created issues
2. Feel free to change any other field in addition to the parent.
3. Disable automation notification (the checkbox that reads Send an email when the issue is updated. The rule actor must be an admin or project admin to disable emails. should be unchecked)

Expected Results

Receive no emails related to any changes of a work item.

Actual Results

You receive an email related to the change of the parent field; even if other fields are also modified.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
