Issue Summary

Users can be spammed with notification emails from Jira sandbox during the data copy to sandbox if the "Parent" field has changed.

Steps to Reproduce

1. Step 1
   Create a sandbox
2. Step 2
   Copy production data to sandbox (there should have been some prior updates to the to the Parent field in the Production site)

Expected Results

No email notifications during data copy

Email notifications for the Parent field change are sent, e.g.:

Currently there is no known workaround for this behavior. A workaround will be added here when available
