Issue Summary

Similar to https://jira.atlassian.com/browse/JRACLOUD-89930 - Users cannot bulk delete work items from backlogs without admin permissions. Deeper investigation surfaces the error "You do not have the necessary permissions to disable bulk mail notifications for this operation."

Steps to Reproduce

1. Access a backlog as a non-admin user
2. Select one or more work items from the backlog and attempt to delete
3. Unable to delete due to non-descript error. Full error is only seen in network responses. 

Expected Results

Users should be able to bulk delete work items from the backlog if they have the delete work items permission. 

Actual Results

Users are unable to bulk delete from the backlog unless they are given administer project permission. 

Workaround

Delete the work item through other flows such as from the work item directly, or the triple dot menu on the backlog.
