Issue Summary

When configuring a workflow validator to enforce input in the Time Tracking field (e.g., time spent), the validation fails to recognize the input values in Team-managed projects.

As a result, the transition does not complete, even when the required time tracking fields have been correctly filled in.

Steps to Reproduce

1. Add the validate a field rule to a transition to validate the Time tracking field
2. Populate the Time Spent field logging any time on the time tracking.
3. Perform the transition

Expected Results

We should not be able to add time tracking as a field validation.  

Actual Results

The error message is shown and prevents the transition, even though the validator is fulfilled.

Add value in Time tracking (Error message which was set in the Validate field function)

Workaround

Do not use the time tracking field to validate against time spent. Instead use either:

• Σ Time Spent: To validate against the total time spent across worklogs
• Time spent: To validate against a value entered in a transition screen. Please note that this is currently unsupported in team managed projects and you can follow https://jira.atlassian.com/browse/JRACLOUD-83879 around support for transition screens in team managed projects.
