Issue Summary

When connecting Github to Jira and having a Github Enterprise and Enterprise Managed Users, Github links don't unfold and shows Restricted Content information.

Steps to Reproduce

1. Ensure you're using Github Enterprise and Enterprise Managed Users
2. Go to any Jira Software work item and add a Weblink using a Github PR, commit, branch link.

Expected Results

The expected result is to unfold the URL and includes information like the example below:

Workaround

1. Navigate to User profile > Settings > Authorized Oauth apps >Revoke access for "Atlassian Cloud app".
2. Navigate to https://id.atlassian.com/manage-profile/apps and revoke access for "Atlassian - GitHub" app.
3. Paste any Github PR/repo URL in Jira field, it should prompt “Connect your Github account” to your Atlassian account and Grant access for the organisation + github account.
