Ability to set default column configuration for the child issue panel

      The configurable child issue panel in Jira is implemented in scope of Suggestion JRACLOUD-70206.

      It would be beneficial to have an ability for project admins to set default column configurations. 

      As a project administrator,
      I want to define a default column configuration for the child issue panel
      So that all users within the project have a consistent and relevant view by default when viewing child issues.
