Issue Summary

A workflow validator fails when using the new issue transition feature.

Steps to Reproduce

1. Enable the new issue transition experience in your personal settings:
   1. Jira Community - New Issue Transition Experience
2. Create a workflow validator using the "Field Required Validator" for a "Select List (multiple choices)" field.
3. Publish the workflow.
4. Fill out the field before attempting the transition.
5. Attempt to execute the transition. The validator error message will appear, preventing the transition.

Expected Results

The issue should transition when the fields are filled in beforehand.

Actual Results

The issue only transitions if the fields are filled out on the transition screen. Otherwise, a validator error message is displayed.

Workaround

Disable the new issue transition experience or ensure the fields are filled out during the transition process.
