Issue Summary

Several Korean customers have complained that when changing default language to Korean creates multiple issue types (korean and english) in new project

Steps to Reproduce

1. Change default language of Jira to Korean
2. Create new project
3. Create an issue

Expected Results

There should be only Korean default issue types

Actual Results

There are a mix of english and korean issue types (two story types)

Delete issue type manually whenever a new project is created.
