Create a Team Picker custom field type

      Currently Jira allows you to create User Picker and Group Picker lists as custom field types.

      We have a need to have an additional Team Picker custom field as a requirement from one of our requesting teams.

      Currently, only the Teams system field is available.

            With the rollout of Managed Teams, the "Team" field has become significantly more useful.

            Having the ability to create custom Team Picker fields would be great specifically for the ability to add contexts allowing for a more granular list of teams to be presented to the users depending on the project the work item exists within.

            It would be great if we could also apply scopes/filtering to this custom field type, similar to what's possible with User Picker fields (JRACLOUD-40963).

            This would allow admins to limit which teams are selectable in the field based on some other field or property stored against a Team.
